The U.S. ranks 1st in development aid
According to the OECD, the United States spent $28,665,000,000 on official development assistance in 2009, which makes the United States rank first out of the twenty three countries that comprise the OECD Development Assistance Committee.

The important thing to remember, though, is that development aid should be measured as a percentage of GDP rather than total spending. This figure suggests that the USA is somewhat generous but I believe the reality to be quite the opposite.
